Backdrop

APMAS has provided technical support to DLRCs (District Livelihood Resource Centres) and CLRCs (Cluster Livelihood Resource Centres) in Adilabad and Kadapa districts of undivided Andhra Pradesh from 2004 to 2010. Based on the experiences gained through the DLRCs and CLRCs, APMAS has decided to implement IWMP directly to work with poor farmers to enhance their livelihoods by optimum utilization of natural resources. APMAS got sanctioned six mega watersheds for direct implementation in a phased manner - two mega watershed programs each under batches of 2009 -10 and 2010-11 in Adilabad & Anantapur districts and two in 2011-12 in Chittoor district. The programme in Adilabad and Ananthapur has come to end and the assets were handed over to the respective gram panchayats. The program in Chittoor district ends in 2019 and the ongoing status is given below:

Major Activities & Achievements – Component wise (Rs in Lakhs)

Entry Point Activities: Need assessment was done with the communities and based on the requirements, about 130 entry point activities worth of 29.56 lakhs were implemented such as cattle trough (64), custom hiring centres (4), village knowledge centres (4), animal health camps (4), supply of trevice (2), kitchen gardens, drinking water tanks (4), solar street lights (33) and school building repairs and other civil works (9).

Institution & Capacity Building: The promotions of Institutions like User Groups and Joint Liability Groups were formed and were converted as Rythu Sangams under G4 and GIC projects for further strengthening with regular follow up of meetings, trainings, exposures etc

Natural Resource Management: The major activities taken up under NRM and EGS activities are Panta Sanjeevani, Farm Ponds, DOPs under water harvesting structures, construction of check walls, Gabian structures, repairs of check dams, existing percolation tanks & mini percolation tanks, avenue plantations, dry land horticulture, fodder development, construction of cattle tubs etc.

Production System Improvement: Support of 57.27 lakhs was given to Village Organizations towards purchase of farm implements and dairy development. The procured agricultural and dairy development implements were distributed to the farmers with 50% subsidy and remaining 50% was farmer contribution to the VO account.


Innovations and Experiments: Farm ponds on large scale were taken up under IWMP and NREGS as part of Pantasanjeevini programme of the government to harvest surface water, storing and recharge of ground level water. About 569 farm ponds worth of 393.96 lakhs were taken up and 320256 days of employment were generated (female 176291 & male 143965).

Challenges/ Constraints

  • More emphasis on target approach rather than adopting process oriented approach
  • Delay in administrative and works sanction
  • Delay in labour and material payment leading to unrest among the communities
